we're all unclean and our unrighteous acts are like filthy rags before God. yes we are sinners. but God looks upon the Israelites and gives them another chance NOT because of their good deeds and how they "fixed" themselves up bc even if they tried to, it's not like that would be good enough. so bascially, we'll never be "good enough" for God but that's the beauty of it - that's why CHrist came to be the perfect sacrifice for us - HE is enough for us to be accepted and fully loved by God. He extends grace to the Israelites because they are HIS CHILDREN - that very fact alone. He just cannot abandon His own chosen ones. that goes against His character. He would never.
